Rehabilitation Loan and Emergency & Accessibility Loan Programs (RLP/ELP)

The Rehabilitation Loan Program (RLP) offers deferred loan financing to low-income homeowners across Minnesota who may not qualify for private-sector home improvement financing. These funds are designated for essential home improvements that enhance safety, habitability, or energy efficiency. The Emergency and Accessibility Loan Program (ELP) additionally provides critical support for emergency repairs and necessary accessibility upgrades.

Maximum Loan Amount: Up to $37,500

Loan Terms:

  • 5 years for real property

 •10 years for manufactured homes taxed as personal property within a manufactured home park

Loan Forgiveness: Loans are forgiven if the borrower does not sell, transfer title, or vacate the property during the loan term.

Eligible Property Types: Single-family homes, duplexes, condominium units, and manufactured homes, whether taxed as real or personal property.

To qualify for the RLP/ELP, borrowers must:

  • Meet income limits for the program
  • Have assets under $25,000
  • Own and occupy the home being rehabilitated
  • Be current on property taxes and any outstanding mortgages

Funds can be used for basic improvements that directly affect a home's safety, livability, or energy efficiency, including:

 • Addressing lead paint hazards

 • Electrical wiring upgrades

 • Furnace or boiler repair or replacement

 • Plumbing repairs

 • Radon mitigation

 • Mold remediation

 • Replacement of windows, siding, and roofs
